Abstract

General problems of control over thè police bodies in the modem démocraties are explored in the article (with a brief comment on the main forms of control under the Croatian law and the international codifications). The point ofdeparture makes a relation politics - police - citizen. Besides to those relations, the most important questions of control encompass: ethics, value orientations and corruption; personnel policies, with a stress on professional personnel; professionalism ftncluding the expert and a value element); international aspect of control.
The most signi ficant risks present in the area of internai affairs are systematized and accordingly, proposed the principles which the author considers of the greatest significance for a democratically favorable and practícally effective control: a proportionality of control and the risks; a supervision of the value orientation of the personnel; a balanced recruiting ofthe key personnel; “a prototype” of an external leader; a balanced promotion of the internai personnel; a sufficient measure of centralization; a flexibility of thè control mechanisms; a specific status of officiais; selectivity in proceedings; Statistical relevancy; variety of forms of control.
