Abstract

In order to effectively implement the desired vision of zero injuries and work-related health problems, the system of occupational safety and health (OSH) at work needs to focus effectively on planning, organizing, leading and controlling. The purpose of this paper is to present the design and verification of a comprehensive measuring instrument for determining the level of implemented occupational safety and health in an organization. Such a measuring instrument was introduced to assess the level of OSH in 137 large and medium-sized Slovenian business enterprises. This measuring instrument provides a comprehensive insight into the interconnections between the OSH management, working conditions and economic efficiency in an organization. The main finding of the study was that the scope of the OSH management functions can be considered with regard to the following three aspects: organization and operation of the OSH management, documentation of procedures, and regular monitoring of the implementation of OSH measures. The measuring instrument presents an original and useful tool for various experts: for policy makers in the field of OSH at national level, for business owners and managers, for employees and their representatives, as well as for OSH professional staff in an enterprise or institution.
