Abstract
The paper gives the description of the digitalization process of education materials developed within the Council of Europe Pestalozzi Programme, and the design and implementation of the Education Portal for Online Learning, with the purpose of increasing the availability of professional development opportunities for teachers in relation to priority themes of the Council of Europe in the area of education. The paper highlights the common principles underpinning face-to-face and digital learning, because effective e-learning materials had to be based on recognized learning theories. The paper also describes the characteristics and benefits of e-learning courses for adult learners who are education professionals, the financial and interdisciplinary constraints of developing high-quality e-learning material, as well as the characteristics of self-learning and mentored courses.
