Abstract

In this paper, the author describes the historical context of the international community’s reaction to the wave of riots at sports competitions that swept Europe in the 1980s and the adoption of international
conventions to prevent riots. The paper describes the purpose of passing the Law on Prevention of Disorders at Sports Competitions, illegal behavior as well as measures to limit the possibility of attending
sports competitions. In particular, the specificity of Article 34 (a) is described as a type of preventive measure adopted to prevent riots at sports competitions, and case law is analyzed through judgments
of domestic courts and the European Court of Human Rights, as well as police practice in Croatia.
