Abstract

This paper considers the principle of legality within the activities of public
bodies. The paper fi rst takes into consideration the role and the meaning of the legal
principle of legality. With respect to the Croatian legal framework, this principle has
been demonstrated in the context of the Croatian General Administrative Procedure
Act. Thereafter, the principle has been considered through the comparative analysis
of particular European countries. Finally, the paper analyzes the role of administrative
courts in complying with the principle of legality.
