Material and Legal Protection of the Unemployed in Coatia and in some Selected Countries

Abstract
Although it cannot be said that unemployment in Croatia is caused by the same factors as in the countries of the European Union, it is wise to become familiar with the experience of the developed countries in introducing changes on the labour market. The emphasis must be put on an active employment policy (preparation for employment, vocational guidance, improvement of employment mediation) but equally important is the material and legal protection of the unemployed. In the last 25 years, the number of unemployed in Croatia has risen fivefold, but an even higher increase has been in the number of users of financial compensation and health insurance, so that they have become a significant portion of the overall unemployment issue. Because of the mentioned increase, the funds for the material insurance of the unemployed in the total funds of the employment system have also gone up, while, at the same time, the funds for the preparation of employment have decreased. In spite of the fact that payments of financial compensation are relatively small (if we exclude those to Croatian soldiers) and that they last for a shorter time than in other countries (so we can say that they do not have a demotivating impact on the search for employment), a relatively large number of users demand that all resources in the employment system be spent on material and legal assistance to the unemployed. For quite some time, Croatia has had a small portion of all the disposable funds for the employment system. Because of the growing problem of unemployment in Croatia and on the basis of the experience of other countries in transition (Poland, Slovenia, Hungary), it will be necessary to increase the available employment funds.
