The Roles of Social Welfare Centres and of the Public Prosecutor Pursuant to the Juvenile Justice Act

Sažetak
The article deals with the newly adopted procedures regarding informal treatment of juveniles pursuant to the newly adopted Juvenile Justice Act. There are many new procedures for dealing with juveniles, and juvenile justice has become a new formal part of criminal justice. The role of every subject and their relations throughout the procedure is presented in a diagram, which facilitates the understanding of which subject needs to take action and at which point. The author elaborates on the procedures for special measures of help and protection, and for negotiating in the compensation procedure, which will be implemented by Social Welfare Centre. These procedures involve the family, the school, the police, the damaged person, and some institutions for the education and upbringing of juveniles. The author also elaborates on the procedures that can be taken by the public prosecutor as an alternative to initiating a formal criminal procedure. These options include negotiating a compensation procedure, mediation, imposing a sentence without a preparatory procedure, and a procedure for a special form of juvenile plea bargaining.
