Sažetak

Pre-accession funds are one of the most important regional policy instruments available to the candidate countries. They have been available to the Republic of Croatia since 2001 through the CARDS assistance programme, and through PHARE, ISPA and SAPARD, and since 2007 through IPA, a unique instrument of pre-accession assistance. Our aim is to explain each of the pre-accession funds, their role and importance, and to see to which extent Croatia has used them. Experience in using the pre-accession funds is a good foundation and an opportunity for the Republic of Croatia to get prepared for other regional policy instruments that will be available when Croatia becomes a full member. The experience of new member states is used for comparison with the current position of the Republic of Croatia.
