EUROSKEPTICISM AND POLITICAL ELITES IN BOSNIA AND HERZEGOVINA

Abstract

The process of Bosnia and Herzegovina’s rapprochement with the European Union
has been marked by numerous problems, including the complex political structure of
the country, a lack of consensus among political actors, and slow progress in imple-
menting the reforms necessary for EU accession. However, the main question of this
paper is whether there exists genuine Euroscepticism among political leaders in Bos-
nia and Herzegovina. The stagnation of Bosnia and Herzegovina on its path to the EU
may lead to the rise of Euroscepticism and opposition to the very idea of Bosnia and
Herzegovina’s EU membership. This paper focuses on the attitudes of Bosnian and
Herzegovinian political actors towards the EU, with the assumption that these actors’
stances on the EU influences not only the country’s progress toward EU membership
but also the public opinion about the European project. The aim of the article is to
provide an overview of the current positions of the political elites on EU integration
and to identify the key reasons for both the negative and positive attitudes of the po-
litical elites in BiH toward the EU, as well as to explain the possible consequences of
such attitudes on Bosnia and Herzegovina’s path to the EU.
