Polish Mass Media Coverage and Public Opinion on E-democracy. The Case of Electronic Voting

Sažetak

Brzi razvoj novih tehnologija i njihov impresivan komunikacijski kapacitet iz temelja su promijenili modernu demokraciju pružajući jednostavan i općenit pristup informacijama, kao i sve veće sudjelovanje i dostupnost alata za političko sudjelovanje. Jedan od alata za sudjelovanje na izborima je e-glasanje koje se koristilo samo u nekoliko zemalja. Glavni cilj rada je istražiti je li i kako e-glasovanje predstavljeno u poljskim masovnim medijima (1), kao i istražiti mišljenja ljudi o e-glasovanju protiv određenih političkih čimbenika (2). Istraživanje se temelji na analizi medijskog sadržaja (kvantitativnoj i kvalitativnoj), podacima prikupljenim putem Sustava za analizu sadržaja za televiziju (CAST) i kvantitativnoj analizi podataka iz ankete koju su proveli autori (2018, uzorak: 1717 Poljaka). Rezultati analiza pokazuju da je rasprava o provedbi e-glasanja prilično loša, ali podrška za e-glasanje među Poljacima ostaje značajna. Retorika javnih medija povezana je sa stavovima prema političkim strankama. Donekle se odrednice odražavaju u javnom mnijenju o provedbi e-glasovanja, budući da Poljaci izjavljuju i svoju potporu uvođenju e-glasovanja i spremnost za glasanje putem interneta.

Magdalena Musiał-Karg, Adam Mickiewicz University

Magdalena Musiał-Karg – Politcal Scientist; Associate Professor at the Department of Political Systems and vice-dean for research and development at the Faculty of Political Science and Journalism (Adam Mickiewicz University in Poznań). In October 2014 I was granted a 3-year stipend for the young excellent scientists funded by the Polish Minister of Science and Higher Education. Her research interests focus on direct democracy and the use of modern technologies (ICT) in democratic systems (mainly in electoral processes – e-voting).

She's a Deputy Editor-in-Chef of “Przegląd Politologiczny” (‘Political Science Review’) and member of editorial board of “Świat Idei i Polityki” (‘World of Ideas and Politics’). She's a vice-president of the Polish Association of Political Science, member of the Polish Association of the European Studies and the president of the Centre for Research and European Education. She’s the initiator and coordinator of the Research Group “Helvetic Initiative” (helwecja.amu.edu.pl). Since 2014 - member of the scientific board of the Academic Foundation IPSO ORDO.

Izabela Kapsa, Kazimierz Wielki University

Izabela Kapsa – PhD in Political Science, works as Assistant Professor at the Faculty of Political Science and Administration, Kazimierz Wielki University in Bydgoszcz. She is also a Faculty Coordinator for International Cooperation. She's a member of editorial board of two scientific journals – “Świat Idei i Polityki” (‘World of Ideas and Politics’) and “Athenaeum. Polish Political Science Studies”. She is a president of Public Sphere Research Centre, a member of the Polish Association of Political Science and International Political Science Association. Izabela does research in political and electoral systems, civic participation, public opinion and voting behavior. She is involved in the project regarding e-voting as an alternative voting procedure in national elections.
