Abstract

According to its economic definition, access to public procurement is a general common term for public persons with the aim of satisfying their public needs. Lately, this expression has become „all-encompassing“ and it has become necessary to regroup it: public procurement according to the Public Procurement Act, public procurement according to the regulation of June 6, 2005, and the delegation of public services and contracts in public and private partnership.
