Role and competence of principals in Catholic school centers “Schools for Europe“ in Bosnia and Herzegovina as managers and educators

Sažetak

The role of “principal” is new in educational management in Bosnia and Herzegovina and has until now been applied only in the Catholic education system in the country. In the Republic of Croatia, the “principal” is referred to as the “director”, while in Catholic school centers – “Schools for Europe” – in Bosnia and Herzegovina there are two functions – a “principal” and, separately, a “director”. At their foundation the Catholic school centers maintained the traditional role of “director” and introduced the separate position of a “principal” who serves as an organizational leader or coordinator within the school and thus relieves the “director” of some duties. The main role of the director is the execution of all tasks in the teaching process. Since at the very beginning there was no clear vision as to the role of principal and since all the principals were priests, who were judged to be ideally suited to this kind of work, some time was required before the responsibilities and operating tasks of principals became clear. At the very beginning of the Catholic school centers, the principals often also performed the duties of directors, and this overlapping of competence and responsibility sometimes led to misunderstanding. As the Catholic school centers developed and enrolled ever-increasing numbers of students, demands on them increased proportionately, and this in turn meant that the role of principal had to be limited to managerial, organizational and logistical duties. It became necessary to determine the roles and competencies of principals and directors; to define the scope of their respective activities and to set clear objectives for principals and directors. This paper seeks to define and clarify the competencies and educational/mentoring role of principals in Catholic school centers – “Schools for Europe”
