Summary: The Baška Municipality during the First World War (1914-1918)

Abstract
Based on research into unexamined and unpublished archival materials held in the State Archives in Rijeka (Državni arhiv u Rijeci – DARI), the authors analyse the organization of civilian and military administration in the Baška Municipality on the island of Krk and various matters tied to the wartime economy (e.g., requisitioning), public safety and security, restriction of consumption of foodstuffs and other products, social policy under wartime conditions (monetary aid to widows, orphans, families of servicemen, refugee care, feeding the needy, etc.), the economy and transportation, certain aspects of healthcare and education, and other notable events (e.g., the earthquake in 1916). As opposed to research into international or even state-level events, this paper analyses the no less important state/legal aspect of history at the lowest administrative levels and the living conditions of “ordinary” people – the common populace, rather than statesmen, politicians, generals, etc. Even at this level, one may follow the organization of and changes to administrative authority and its deterioration at the close of the Austro-Hungarian Monarchy’s existence and the emergence of the State of Slovenes, Croats and Serbs. The unique feature of this paper is the archival research conducted by a student in the process of writing an undergraduate thesis, and writing a joint paper together with the academic mentor for the needs of a seminar.
