Sažetak

The geopolitical focus of the EU has moved east and one of the expected consequences of the enormous physical enlargement in 2004 is the subsequent intensive interdependence (economic, political and security) of the EU with its new neighbourhood (Belarus, Ukraine and Moldova) and that is the reason why the entire EU Common Foreign and Security Policy (CFSP) has to be estimated and reformulated again. It also means the political integration, acceptance of security responsibilities and a concrete dedication to the spreading and broadening of stability in the guise of the European Security and Defense Policy (ESDP) in the situation when Europe is at the same time still afraid of two opposite possibilities: American domination or American withdrawal.
Political integration, security responsibilities adoption in the new (old) neighbourhood, concrete dedication to the enlargement of stability and security must be the basis of a New European Neighbourhood Strategy and a common European Neighbourhood Instrument, which could become operational in 2007. A clear and consistent European Neighbourhood Strategy, no matter how large an engagement it demands, will lead to either the encircling finalité géographique of the Union, or to the expected ending of the process of enlargement of the most successful European integration in history and the creation of a pan-European zone of peace, prosperity and security.
