Abstract

Higher education in the Republic of Croatia is an activity of special interest to the Republic of
Croatia and as such enjoys special protection through the institute of academic self-government
and university autonomy. The autonomy of the university is prescribed by the Constitution of
the Republic of Croatia, so that the Constitution guarantees the autonomy of the university and
that the university alone decides on its organization and activities, in accordance with the law.
Higher education in the Republic of Croatia is primarily organized and organized as a public
service, which characterizes it as an activity, a service, of importance for the social community,
that is, for the Republic of Croatia, for its scientific, cultural, economic and all-round development.
Higher education has the characteristics of an activity of public interest and, in accordance with
these principles, it is performed as a public service, whereby higher education is subject to special
regulations of public law, and as such is subject to the legislative framework that regulates the term
institution.
