Risk Management in the Transport of Injured Persons at Sea

Abstract
Police officers assigned to a vessel as crew members perform their daily police duties under the special conditions of the maritime environment. The police shipboard personnel form an independent organisational structure, which, in addition to exercising its police powers, must also ensure the efficient management of the vessel, often in difficult weather conditions. The police shipboard crew is both a team of police officers and a team of seafarers. In addition to the necessary knowledge and skills of police officers, maritime skills and knowledge are also required. These requirements are particularly evident in crises, e.g. when rescuing people whose health and lives are in danger. One such process is the transport and provision of emergency medical assistance to persons whose health is impaired due to accidents at sea or who require urgent hospital treatment. For this reason, it is important to identify and manage events that could jeopardise the achievement of the objectives of this process, namely risk management. Based on years of experience in fulfilling these tasks, the main operational risks to which these activities are exposed are identified as part of the description and elaboration of the activities that make up this process. The expected control measures and actions are defined to maintain risks at an acceptable level. This ensures that the process achieves its objective. A similar process takes place during the transport of injured persons by helicopter. Specific dangers and expected control measures for transporting injured persons in this mode have been highlighted. This operational process is used as an example to illustrate the importance and special features of operational risk management in police procedures.
