Abstract

The political environment created by Russian aggression in Ukraine has resulted in the uninformed reaction of the entire international community and the European Union as well. The Union's common foreign and security policy response included a broad spectrum of sanctions towards individuals and legal entities connected with the Russian ruling regime. On the other hand, the influence on the Union's common security and defence policy was pretty mild. It is the Union's least integrated policy, defined by weak political legitimacy, dependence on NATO, and diversity of specific characters in the security and defence policies of certain Member States. These shortcomings are so deep and profound that they can not be overcome overnight. Consequently, they are seen in Strategic Compass, which missed the opportunity to contribute to the creation of a suitable environment in which the idea of a common Union defence policy could develop.
