Geoportal of Cultural Property of the Republic of Croatia—Availability of Spatial Data on Immovable Cultural Property through the Use of GIS Technologies

Abstract
This paper provides an overview of the basic features of the Geoportal of the Cultural Property of the Republic of Croatia, detailing its technical framework with a particular focus on network services and system interoperability, normative foundations and organizational development, and explores how new GIS technologies contribute to the development of conservation practices, particularly in the area of risk management.
It elaborates the process of developing the Cultural Property Information System (ISKB) and the Geoportal’s GIS platform, which facilitates quicker and easier access to georeferenced data on cultural property as well as fast and simple exchange of data with other systems through advanced data view and download network services. The paper outlines the necessary prerequisites at the professional level for developing the information system and applying GIS technology, as well as methods for collecting, processing and searching spatial data. The Geoportal’s role in improving administrative efficiency, ensuring legal certainty, and standardizing conservation procedures across the entire territory of Croatia is emphasized. The Geoportal of Cultural Property has proven to be a key tool for managing cultural heritage in crisis situations, whether for assisting in recovery measures after disasters or for analyzing and assessing the impact of individual risks such as floods, sea level rise, fires and other disasters. Examples of individual activities and projects that were successfully implemented or are currently ongoing (SHELTER project, implementation of the Action Plan for updating the Register of Protected Areas) are also included.
The Geoportal has been recognized as a suitable tool for advancing the development of new e-services with higher levels of informatization, specifically connected to business processes and procedures within the cultural heritage sector. The goal is to reduce the administrative burden on citizens, while enabling the implementation of new visualizations, such as 3D records of cultural property tailored to professional needs with restricted access, as well as user-adapted 3D records aligned with the Commission’s Recommendations for a common European data space for cultural heritage and the defined objectives for the period until 2030.
The paper demonstrates that the greatest benefit of the process of developing a GIS system for cultural property is the potential knowledge acquired by professionals, with the primary value being a structured database of verified, high-quality, up-to-date and credible data on the cultural heritage of the Republic of Croatia.
