Abstract

The purpose of the paper is to present the challenges in the development of educational documents, specifically partial qualifications, and micro-credentials in the Croatian education system. The paper presents the steps and elements in the document development process with an emphasis on describing the challenges faced in practice by proponents of new qualifications. The analysis is based on a case study and an example of a lifelong learning program that emerged from the Intermediate Photographer qualification, following the development of partial and micro-credentials for adult education in the field of photography. The paper implies the strengthening of public education in the domain of adult education.
