Abstract

After the attack at Prečko Elementary School in Zagreb at the end of 2024, it became necessary to take measures to prevent such events or mitigate their consequences. This paper describes the foundational documents for implementing these measures, namely the school security plan and the preceding security assessment.
The security assessment consists of threat and vulnerability evaluations. The threat assessment involves analysing potential internal (staff and students) and external threats, as well as collecting data on violence, vandalism, threats, and other security incidents within the school zone. The vulnerability assessment is based on an analysis of the school’s security elements, such as the perimeter, entrances, interior, alarm systems, video surveillance, and security procedures, with vulnerabilities rated from low to high.
The risk assessment is then calculated as the product of the threat and vulnerability assessments, allowing schools to be ranked by risk and priorities for security investments to be defined.
The school security plan includes preparatory activities, security measures at entrances and within the school, and alarm and communication systems. Preparatory activities include regularly updating the safety assessment and plan, establishing alarm and communication systems, and organising crisis management with clearly defined responsible persons. Special attention is given to communication with staff, students, and parents, as well as setting up a crisis management space.
The importance of the security assessment and school security plan for the school is equally matched by their significance for police officers who will respond to a security incident at the school. Therefore, synergy between them is necessary in the creation and implementation of these documents.
