Social and economic conditions in the District of Pazin during the military administration in Istria, 1945 – 1947

The District of Pazin suffered heavy losses during World War II, so it took great effort to rebuild what had been destroyed and to normalize living conditions. The new government had to adapt quickly to peacetime conditions to carry out the economic and social recovery. The lack of skilled personnel, labor force, and resources further hindered reconstruction. Unable to manage this recovery on its own, the District of Pazin relied heavily on the assistance of the People’s Liberation Committee for Istria (ONOI), which significantly slowed the entire process. Reconstruction and development were reduced to the minimum necessary for facilities to self-sustain, while private buildings were restored very slowly. The council members of the District National Committee of Pazin were aware of their staffing and organizational issues, but resolving them progressed very slowly. They made efforts to establish a social welfare system to provide prompt assistance to the most vulnerable. Likewise, it was necessary to launch and improve medical services. Within the limits of available resources, industry, especially the brickworks in Cerovlje and Borut, along with agriculture, began to develop. Schools resumed operations very soon after the war ended, but the lack of personnel and materials disrupted regular teaching. Progress during the 1945 – 1947 period was slow but visible across all sectors. Previously unpublished archival material from the district of Pazin was used in this research. As the documentation has not been fully preserved, some processes could not be thoroughly investigated. This refers to 1947, specifically, for which very little material had been preserved.
