Global Urban Food Policies and Local Implementations: The Case of Zagreb and Rijeka

Sažetak
This paper explores local implementations of global food policies and guidelines that emerge from various documents of the Food and Agriculture Organization of the United Nations (FAO) and advocate the establishment of more sustainable and greener food systems. The current concentration of global guidelines on urban areas establishes a platform for the creation of new frameworks promoting balanced development of urban and peri-urban spaces, and the decentralization of political responsibility to the local, city level enables diverse, multi-actor solutions. The ethnographic research conducted in two Croatian cities illustrates local implementations of global food policy goals, implemented within the framework of, or inspired by, the Milan Pact, a non-binding agreement on the development of urban food, to which Zagreb is a signatory, and which Rijeka is seeking to join.
