Overview, legislation framework, importance and potential dangers of quarantine pests

Abstract
Quarantine harmful organisms in the EU, listed on both the A1 and A2 list (fungi, bacteria and phytoplasmas, viruses and virus-like organisms, mites, insects, snails, nematodes, invasive plants), pose a serious threat to plant production due to their spreading. Regulation (EU) 2016/2031 on protective measures against quarantine harmful organisms was adopted to harmonize plant rules within the European Union (EU). The implementation of Regulation (EU) 2016/2031 and Commission’s Delegated Regulations (EU) 2019/827 and 2019/829 has been ensured through the Act (NN 127/19), which entered into force. The A1 list, includes 17 species of bacteria and phytoplasmas, 35 species of fungi 134 species of insects and mites 26 viruses and viroids, 6 species of nematodes,1 species of snail, and 15 invasive plant species. The A2 list, includes includes 31 species of bacteria and phytoplasmas, 35 species of fungi, 75 species of insects and mites 24 of viruses and viroids, 14 species of nematodes, 1 species of snail, and 33 invasive plant species. Quarantine measures are essential to ensure the safety of plant production. Establishing timely forecasts of the quarantine pests occurrence significantly reduces plant protection costs as well as the costs of producing plants and/or plant products. Sustainable and safe plant production in Croatia is crucial for the early detection and timely implementation of quarantine measures aimed at preventing the quarantine organisms spread, preserving plant health status, and ensuring the safe movement of plants and/or plant products. The aim of this paper is to provide an integrated overview of plant protection legislation, the relevant lists of quarantine pests (A1 and A2 lists), and to highlight the importance, risks, and consequences associated with the occurrence of quarantine pests.
