Occupational safety risk assessment in the Republic of Croatia: competence and expertise in risk assessment

Abstract

Occupational health and safety (OHS) is an integral part of work organization and the execution of work processes and is implemented through OHS-related activities, including risk assessment. The literature widely recognizes risk assessment as a key element of the occupational safety and health system. The aim of this paper is to analyse and identify opportunities for improving OSH risk assessment in the Republic of Croatia, with particular emphasis on the competencies, expertise, and knowledge of occupational safety and health professionals. This paper presents the results of a study conducted on a sample of 967 occupational safety and health professionals in the Republic of Croatia. The findings indicate the presence of justified uncertainty regarding the accuracy and reliability of risk assessment outcomes, primarily due to insufficient competencies, expertise, and knowledge of OHS professionals. Based on the research results and the ensuing discussion, recommendations are proposed to enhance the risk assessment process, focusing on the development, and strengthening of competencies, expertise, and knowledge of occupational safety and health professionals.
