Dairy production and quality from the point of view of European veterinary-sanitary and other standards

Abstract

As Croatia is in the process of renovation and changes, it is particularly important to develop production and processing of milk according to the trends in international commerce and trends relative to milk quality. This mainly relates to renovation of existing and building of new milk production and milk processing capacities according to European veterinary, sanitary and other standards. This paper presents the main points of the unique doctrine concerning veterinary-sanitary supervision ("Europe '92") and its influence on renewal of the regulations and supervision practice in production and traffic of milk on home market and in export-trade as well as its influence on prescribed conditions for facilities and equipment. Facilities are divided into industrial and manufacturers' plants and facilities for home milk processing and dairy production. General and special conditions are presented separately. World trends in production and quality of milk are very significant for Croatian dairy economy, in particular the trends in EC veterinary-sanitary supervision of public health and milk quality. With regard to significant factors of the internationalization of the market, production and consumption, prosperity is possible only through harmonization of production (GMP conception), market quality definition (SQA conception) and the choice of optimal methodology of supervision and quality management on the basis of modem conceptions (HACCP). Of particular significance are the perspectives of de-regulation, self-regulation and profit from milk production and processing.
