Abstract

Starting from 2013, Republic of Croatia
has stopped further incentivizing electricity
production from solar and wind power plants;
by stopping the feed-in-tariff model in which
investments were financed by charging additional
price of electricity for all the customers. Such
model has been more difficult to sustain due to its
market distortion; and is also difficult to obtain
politically and economically. Local community
could use its renewable energy sources for its
own development. It could also offer investment
to other investors outside the community, or
to invest jointly with them. In order to achieve
local development based on its own resources
– local community should propose, initiate and
coordinate activities of building up renewable
energy power plants. This is also the case for
implementing energy efficiency measures in order
to support private sector in the community, with a
focus on local employment.
