Abstract

The fundamental determinants of the National Hospital Development Plan are to increase efficiency and establish the financial sustainability of the hospital health care system in the Republic of Croatia. The aim of this paper is to present the activities of the hospital network in the Republic of Croatia between 2017 and 2021 in relation to the used hospital payment methods and demands for hospital services based on the type of referral. The potential of the secondary use of collected data to improve the efficiency and quality of the hospital services are analyzed using data for five specific indicators. The research is retrospective and the analysis includes data from the Croatian Health Insurance Fund database. The observed time period quantified the reduction in hospital activity for all types of services during the COVID-19 pandemic with fewer requests for hospital services based on referrals from primary care. Given the specificity and usability of available data, it should be used to build analytical systems that will guide not only the direction of hospital reform but also development of the entire health system in the Republic of Croatia.
