Abstract

The recent attempt to materialize the concept of the European Security and Defence Policy through formation of the EU's rapid action forces, launched at the Helsinki summit in 1999, will depend on the readiness of EU member countries to solve a whole range of problems concerning the accomplishment of the set goal. The level of success this initiative reaches will enable the EU to be on equal footing with the USA as regards security and defence cooperation as well as activities in the field of foreign policy. But, if the EU fails to accomplish the set goals, it is possible to predict that the EU countries that are NATO members will drift apart from the USA, which over the long term can threaten transatlantic partnership in security and defence field.
