Abstract

Academic interest in studying the EU development is focused on two interrelated issues: explanation and assessment of the European integration as well as the evaluation of capabilities of EU structure in creation and implementation of public policies. Researchers supporting the first approach perceive the EU as an international organization while those supporting the second one as an emerging system of governance. Having in mind the possibility of oversimplifying the approach, the first option is being studied by theory of European integration while the second one is characterized by the comparative
policy, public administration and public policies approach.
