Web Service-Based System for Vehicle License Plate Recognition

Abstract

This paper presents the development of a web service for the identification and recognition of vehicle license plate contents. The web service receives the image captured by the camera and, in response, returns the contents of the license plate in the JSON format. The web service uses an open source software: TensorFlow for identifying the license plate in the image, OpenCV for image processing and Tesseract for optical character recognition. As the processor-intensive image analysis is performed by the computer running the web service, license plate recognition is performed by a Raspberry Pi computer that can manage other processes based on the web service's response.
