Time delay in electromagnetic barrier penetration

Abstract
The time delay of an electromagnetic wave reflected or transmitted by a layer of optically less-dense medium is studied. The delay of a wave packet is calculated by means of a minimum-marked wave and the results are verified in the scope of scattering theory. The effective group velocity in the optically less-dense medium for the transmitted wave packet can exceed the velocity of light in vacuum c0, while the signal velocity does not.
