Implementation of the European Union cohesion policy: experiences from the 20th century

Abstract
The cohesion policy of the European Union was designed with the aim of mobilizing diverse institutional actors and socioeconomic groups, but the question is how this takes place within national frameworks. In other words, whether and to what extent national institutions, accustomed to managing national sectoral policies (most importantly regional development policy), were able to adapt to the rules of implementation of the cohesion policy of the European Union from 1989 and their subsequent
revisions from 1993. In doing so, four aspects are crucial in structuring the institutional responses of member states and subnational bodies to these new regulations of the cohesion policy. These are: institution building in cases where there were no suitable institutions, then strengthening institutional capacity as an increase in the capacity of existing institutions due to
taking over new functions and processes, administrative capacity implies the necessity of increasing the effectiveness and efficiency of the management of the cohesion policy process and multilevel governance as the cooperation of different institutional levels and socioeconomic groups in the preparation and implementation of the policy.
