Abstract

The economic, social, political and other changes that have taken place in Croatia since 1990 have resulted in the necessity to pass a new law which would thoroughly regulate the field of social welfare in accordance with contemporary social legislation and the Croatian particularities. This paper deals with the basic changes and conditions in the area of social welfare which took place in the first year of the implementation of the Law on Social Welfare. Apart from a concise review of basic changes in the social welfare system and the activities and measures at institutional and other levels, the focus is on the financing of the activities, the level of social assistance and the number of beneficiaries receiving social welfare assistance. For a detailed insight into the situation and into the changes in the social welfare system, numerous data are given in the corresponding tables.
