Abstract

In this work are given guidelines for improving the legislation in the field of early intervention in education rehabilitation. The guidelines stem from the review and analysis of legislation in different systems and comparing them. Work began in expressing the fundamental guidelines and principles of early intervention as a model diagnostic advisory monitoring. Overview and analysis covering the systems of health, social welfare, education and other laws and regulations related to children’s rights or the rights of persons with disabilities. Apart from the review and analysis of existing laws and regulations, and made the comparison of different systems such as education, social welfare and health. The intention was to get a comparison to see whether these systems have common guidelines and aiming the objectives or disagree with laws and regulations. Finally, after
analysis and comparison of the existing regulations some guidance are given for creating a legal foundation in the future related
to the area of early intervention. Guidelines for the creation of the necessary legislation, is the stronghold of the Convention on
the Rights of Persons with Disabilities of United Nations, which includes the area of early intervention. The Republic of Croatia
is a signatory of the Convention, whose implementation is effective.
