Sažetak

The first level of analysis in the article reveals that the policy of sequential growth permitted the European Union to surpass the breadth-depth trade off problem which would have emerged if a more aggressive strategy had been applied and if the European Union had been formed on the inclusive basis. In the context of controversies whether integration is propelled by supranational or interstate factors, on the second level the author analyzes development of the European Union in the direction of horizontal relation between market and state and vertical relation between the Union and member states. The third level of the analysis ponders upon state constitution and desire of the European Union to strengthen and build up on institutional and political level. The idea of European Constitution is perceived as yet another effort in preparation of institutions and legal guarantees which should facilitate creation of unity. The article concludes with one more attempt of therapeutic reformulation of the present relation between Croatia and European integrations.
