Sažetak

Many post-Cold war NATO summits had a goal to institutionalize NATO reforms in accordance with various security and stability challenges emerging in the new world order. However, it is getting obvious that well designed and planned implementation of reform programs, including allies forces reforms and adjustments as well as establishment of different partnership relations with non-member states, is not easy or simple. Therefore one can hear loud and justified announcements stating NATO will not create radically new programs in Bucharest, but leaders of currently strongest and only political-military alliance will try to find modalities for more effective functioning and fulfilment of previously defined goals.
