Sažetak

Representation of ethnic minorities has become the part of the theory of democracy and democratic representation, by accepting the group pluralism as a genuine basis of democracy, and social representation as an acceptable model of democratic representation. This has created discrepancy between the social representation, which insists upon the representation of all relevant groups within the representative assembly, and dominant liberal concept, which perceives representation not as a mechanism for the protection of collective interests, but for the protection of individual rights and ensuring competent legislative body. Contemporary theory of minority representation aims at re-interpretation and the extension of liberal concept through the use of elements of social representation, thus creating ideas and principles for analyzing models and policies of minority representation. This is also the premise for the critical examination of the Croatian model of political representation of national minorities.
