Sažetak

The Republic of Croatia has legislatively developed and institutionally diversified system for the realisation of rights of national minorities. Councils and representatives of national minorities are very important institutional segment of the political representation of national minorities on local and regional levels. The research, results of which are being interpreted in this article, focuses on the realisation of their role. The realisation of minority rights, which are stipulated in the provisions of the Constitutional Law on the Rights of National Minorities (2002), can be examined through the interrelationship between councils and representatives, on one side, and executive authorities of the local and regional self-government units, on the other. It is precisely this interaction that implicates the reasons for incomplete realisation of the rights of national minorities. The accent in the interpretation of the results of this empirical research is put on those aspects which could be further advanced.
