THE OCTOBER 1945 YUGOSLAV CENSUS IN ISTRIA: SOURCES AND PROBLEMS

Sažetak
The article examines a number of Croatian archival sources that allow for a
verification of particular aspects of the organisation, criteria, and methodology
used in the first Yugoslav census carried out in Istria in October 1945. The entire
project, coordinated by Professor Josip Roglić, was far from impartial in terms of the
organisational process and the results. On the contrary, the political and ideological
influence of the Yugoslav government is evident, as are the manipulative intentions
of the Yugoslav authorities concerning the conclusions drawn from census data,
presented to the Allied powers and the international public as ‘reliable’ and ‘scientific’
in respect of the methodologies used. A collaborative relationship between Roglić
and the supreme Yugoslav political and military authorities throughout all phases of
realisation of this complex work raise important questions about their interpretation,
the methodological approach, and their manipulation in the context of territorial
claims at the peace table and strong political tensions in Istria in the aftermath of
the Second World War. The paper presents an analysis of the census forms and
instructions, as well as the overall mapping of the field surveyors. The final part is
dedicated to an assessment and verification of the “undefined” population, that is,
the classification of individuals without nationality, geographically concentrated in
the Buje/Buie area. Rather than a failed declaration of nationality, fear, or indifference
of the population, it results that these specific areas were not surveyed at all due to
numerous logistics challenges and a lack of trained personnel.
