Temporalities of Being and Becoming in the Constitutional Codification of Youth in the Republic of Croatia

Sažetak
Several constitutions, including that of Croatia, stipulate an obligation to protect young people. In this paper, we argue that such codifications can be understood through the bifurcation of being and becoming. Being and becoming represent two distinct interpretations of youth as a temporal phenomenon. Accordingly, constitutional codifications of youth may be read as instruments for governing the temporal dimensions of constitutional rule. They serve as indicators of the extent to which a constitution is open to the future. This implies that the protection of youth is not merely functionally, but also temporally defined. Just as constitutional protection of youth is fragmented across different temporalities, so too are young people, as constitutional subjects, only partially articulated. This has consequences for their recognition as autonomous actors in the Republic of Croatia.
