Sažetak

The Croatian-Hungarian settlement was a compromise that regulated the constitutional and legal relations between the two countries. However, upon the revival of that law, it was discovered that the financial aspect of the settlement, the powers of the Croatian-Slavonic-Dalmatian minister without portfolio, the rights and duties of bans, and the position and role of the autonomous government were not clearly defined, and thus enabled different interpretations of the law. Just five years later, conditions were met for amendments to be made to that law. At the time of the review of the settlement, the Kingdom of Hungary achieved its national and political goals. It settled with Austria and Croatia, and adopted the Law on Nationalities. Hungary became a state that was essentially equal to Austria and governed half of the monarchy. The Hungarians held a significant advantage over Croatia in terms of numbers, economy, politics, and military strength, so the Croatian effort to achieve
equality through the revision of the settlement was doomed in advance. Nevertheless, Croatia received certain reliefs, especially in financial terms. This paper examines the process of adopting the legal article on the revision of the settlement and its provisions on the basis of parliamentary records, the diary of the House of Representatives and the House of Lords of the joint parliament, and the minutes of the sessions of the Council of Ministers.
