Between Donbas and Knin - Covert Actions and Paramilitary Formations in Croatia and Ukraine

Sažetak
The paper presents a comparative analysis of covert actions in Croatia and
Ukraine with an emphasis on the paramilitary aspect of operations. The research
shows that in both cases covert operations were an indispensable factor in
the development of the conflict and war. In terms of the activities of the security
services, a common characteristic of the Ukrainian and Croatian cases was that,
during the pre-war period, the opposing intelligence services operated within
the framework of their “own backyard”. An important difference between the
analyzed cases lies in the element of secrecy, which is particularly pronounced
in the context of the relationship between paramilitary formations and state institutions.
This difference in the nature of operations stemmed from the distinct
character and circumstances of each conflict, as well as the interests of political
leaders, while the possibility of drawing more concrete conclusions in the case
of Croatia was largely enabled by the processes that followed after the war.
While in the case of Donbass the available evidence is less clear and allows
only indicative conclusions, in the case of Croatia there is much more evidence
that points to a systematic and direct relationship between paramilitary formations
and government structures, whether involving the State Security Service
of Serbia or the JNA.
