EUROPEAN UNION COHESION POLICY AND THE PATTERN OF INSTITUTIONAL CHANGE: A MODEL FOR GREECE, IRELAND AND PORTUGAL

Sažetak
The paper starts with the basic assumption that although the process of Europeanization plays a key role in the transformation of national institutions and the improvement of their institutional capabilities, the success or failure in the implementation of the policies of the European Union in general, and above all the cohesion policy of the Union, significantly depends on the policy learning ability of the existing institutions in the member states of the Union. In doing so, it is necessary to consider the role of the learning process in facilitating the adaptation of institutions and policy processes to the multi-level governance system of the EU. In this way, the concept of institutional thickness was used and elaborated as a key prerequisite for learning in the EU policy environment. This enriches and elaborates the approach of goodness of fit, which is an intervening variable from the process of Europeanization and changes in the policy process and institutions of the member states of the Union. By combining the key features of the rational choice approach and sociological institutionalism, the roles of formal and informal institutions as key components of the strength of institutions and mediators between the process of Europeanization, policy making, and institutional and policy changes in member states, as well as their regional and local institutions, are included. This forms the basis for a later comparative study of the implementation of cohesion policy in Greece, Ireland, and Portugal during its first three cycles, i.e. the Community Support Framework (CSF) in the 1989–2006 period.
