EVALUATION OF THE WORK OF POLICE OFFICERS AS AN INSTRUMENT FOR HUMAN RESOURCES MANAGEMENT IN THE POLICE

Abstract
Appraising the work of police officers is an essential model for evaluating the work and results of work in the police. The subject evaluation is regulated by the appropriate legal framework - the Law on Police and the Rulebook on the Evaluation of Police Officers. The annual assessment is appropriate feedback to the police officer on the characteristics and results of his work in the previous year. The annual assessment has relevant repercussions on the work motivation of police officers as well as on their employment status. Performance appraisal and an annual appraisal are important human resource management tools. In connection with the subject matter, empirical research was conducted using the method of examination with the help of a questionnaire. The respondents (N=50) were police officers of the Zadar Police Administration. The research covers four research areas, namely performance appraisal (as an instrument of management); assessment (annual); evaluation form, and evaluation procedure. The data collected by the research were processed using the statistical information program SPSS using appropriate statistical techniques in the field of descriptive and inferential (nonparametric) statistics. The results of the research show the existence of the perception of the presence of various imperfections (subjective, objective) in the system of performance appraisal of police officers, which significantly hinder the achievement of the purpose of appraisal regulated by the mentioned legal framework. The annual assessment should be objective, credible, and work-motivating, and the process of its adoption should be transparent, logical, and fair. In this sense, there are a number of challenges, but also opportunities for the evaluation system to become a relevant instrument of police management in the future. Further research on the subject should be systematic, comprehensive, and in-depth. They should involve specialized organizational units responsible for human resources management in the police in order to implement the results obtained by the research in the development of performance appraisal systems for police officers.
