Abstract

Reform of defense system and the armed forces form a part of comprehensive social, political and economic reforms in the Republic of Croatia. Considering the specific conditions under which the Armed Forces were created at the time of aggression on the Republic of Croatia and the Homeland War and furthermore regarding their development within the system which was undemocratic in its many elements and characterized by controversial features, the need to proceed with the reform of the Armed Forces implied some radical and systematic changes and organization of an institution that would respond to the needs and possibilities of the Republic of Croatia and to democratic standards.
Apart from many achievements - rationalization of the system, depoliticization, enhancement of operability and capability, international
establishment - the most important is probably the one that refers to conceptual and strategic definition of the entire national security
system and defense system and clear determination of the position, role and tasks of the armed forces in modem and democratic society and state.
