Abstract
The political omission and national degree of affirmation of national minorities, according to the Local Election Law of the Republic of Serbia, is analysed in this text. The local elections law of the Republic of Serbia was brought in July 2002 before, local elections in Preševo, Bujanovac and Medveđa took place only one month later. It is important to notice that the Local autonomy law was voted on 14 February 2002 and came into force on 26 February 2002,only one day before the Law of protection of national minorities rights and freedoms, was voted on a state level. It proves that it still comprises a degree of insufficient openness and social understanding toward modern political-integrative forms of participations of minority communities. In other words, the Serbian political scene is still not on the level which provides for national minorities to be completely integrated in public and politic life, which is a basic demand posed by the international community. Regarding this demand, the level of democracy through institutionalized legal measures of collective rights protection is being measured.
