Abstract

The urban development plan is an instrument of the implementation of a planned, spatially defined and controlled city development. The two urban plans for the city of Zagreb show that it is possible to build a high-quality traffic and other infrastructure as well as to meet the public needs by a wellbalanced coordination of public and private interests without a detailed subdivision of the areas. One of these plans refers to the conversion of an abandoned oil factory complex in the centre of the city whereas the other one is drawn up for a housing development on a high-quality urban site near the Jarun lake.
