The Role of Digital Transformation in the Communication of the Croatian Parliament with the Public: Employees’ Experiences and Attitudes

Sažetak
Digital transformation is reshaping the world as we know it—business operations,
public administration, communication, and the ways in which individuals
work and live. This paper presents the legal framework of the European
Union and the Republic of Croatia regarding digital transformation, with particular
emphasis on the current state of digitization in Croatian public administration.
It further examines the digital transformation of business processes
within the Croatian Parliament and presents the results of a study conducted
to explore how civil servants, as key actors in these processes, perceive digital
transformation and how they assess the transformation of the Parliament as an
institution. The findings, which indicate that most respondents have a positive
perception of the impact of technology on societal development and the digital
transformation of the Croatian Parliament and its institutional functioning, are
encouraging for the continuation of reform efforts. However, most respondents
stated that they were unsure of the extent to which digital transformation is prioritized
within the Parliament’s operational processes. This suggests that communication
– both internal and external – is a crucial element of the process of
digital transformation. Successful digital transformation requires all employees
to be aware of its strategic significance, as well as the benefits and challenges it
entails – not only for individual roles but for the institution as a whole.
