Sažetak

A brief presentation of performed works on the EU project OBSERVE – Strengthening and development of Earth observation activities for the environment in the Balkan area has been presented. The theme of the project (ENV.2010.4.1.4-1) is Identification and Networking of EO activities in the Balkan area (observe-fp7.eu). The goal of the project, in which 15 institutions from 13 countries have been involved, is to collect and compile all the necessary information for delivering an integrated analysis on the current status of EO activities and networks in the Balkan area, regarding environmental monitoring, the potential benefit from the full exploitation of an integrated capacity development strategy and the prospect of creating a relevant permanent EO community in the broader area. The objective of the project is also to raise awareness and establish firm links with the regional decision making bodies on the importance of a mutual and enhanced EO application network on environmental monitoring according, to the GEO principles. Apart from the creation of stakeholder's database containing basic data on the identified stakeholders in each country, 276 of them registered in 11 countries (31 in Croatia), the Roadmap and Strategy plan, for strengthening EO capacity in the Balkans with the purpose of environmental monitoring has been developed. Also, a number of studies have been carried out: (a) National Thematic Reports on EO Capacities, (b) Spatial Information System, (c) Establishment of common standards and requirements for EO data management etc. It is concluded that the Balkan countries do not have a coherent and continuous approach towards the challenge of implementating due integrated EO applications in environmental monitoring and management.
