Sažetak
The impact of the European integration process on the creation of public policy in the Member States, as well as on their political and administrative structures, has been constantly increasing. Moreover, it re-defines subjects that participate in the political decision-making. With this in mind, the present paper focuses on civil society organizations as factors of democratization and on models of their involvement in political processes. On the EU level, the so-called reflexive deliberative poliarchy model has been developed as a form of decision-making and power-sharing structure that is most favourable to development of participative democracy. This system is characterized by decentralized influences on political decision-making, since citizens are represented by both elected public officials and numerous civil society organizations that channel particular interests while enabling simultaneous horizontal and vertical communication. In view of strengthening of local civil society, as it was recognized as an important stakeholder in shaping and implementation of EU policies, the Government of the Republic of Croatia adopted this July the new National Strategy for the Creation of an Enabling Environment for Civil Society Development 2012 – 2016. The main issues the authors attempt to resolve are the analysis of social cohesion in Croatia and the existence of prerequisites for participative democracy development in the country.
